The Burrs website has been created by The Burrs RTM Company Ltd. The company was set-up by those lessees who value their investment and are concerned about the maintenance and welfare of the building. It is important to raise awareness of maintenance issues, and to encourage a unified and coordinated approach in dealing with them.


The aim is to maximise the value of leaseholder investment by carrying out maintenance properly and cost-effectively. A management company with professional standards is by far the best way to achieve this.


All the rights and functions of the freeholder are devolved to the RTM company except for lease forfeiture for serious breaches of the covenents.


One of the chief RTM responsibilities is to ensure that the covenants in the leases are complied with. It is the RTM in the first instance that deals with notifications and approvals regarding leasehold covenants and alterations.


However the freeholder must be informed by the RTM of any potential breaches reported to it or where approval has been given. Please appreciate that the covenants are there for the benefit, safety and comfort of all the leaseholders and residents, and to protect the fabric of the building.


In circumstances whereby our RTM finds it difficult to advise or give approval, especially with regard to restrictive covenants or structural alterations, the matter will be referred to the freeholder. In cases of dispute between a lessee, the RTM and the freeholder, the matter can be referred to the 1st-tier Tribunal (Property Chamber).

Mission Statement

Three objectives need to be followed to deal with immediate problems and to ensure the sustainable future maintenance of The Burrs, thereby preserving the value of leaseholder investment:


1. Improving the external fabric of the building and interior common parts by placing them in ‘good substantial order and condition’ as specified in the leasehold terms.


2. Collecting Service Charges to cover:

a) Routine maintenance, ie regular cleaning of the common areas, gutterings and drains, and minor repairs etc, and Statutory Health & Safety compliance.

b) Cyclical maintenance - painting the exterior and interior common parts.

c) Future works forming part of a phased program of repair or enhancement.

3. Ensuring the leasehold covenants are complied with.

These objectives can only be achieved by the lessees working together.  The Burrs is a lovely old building but like all venerable buildings it needs a higher than average level of maintenance expenditure.
